Implemented Wait()
Now program is halted (OS signal call) for required amount of time every
frame, so CPU usage drops to zero, instead of using a busy wait loop.

Change UpdateSound() to accept const void *
The function means to accept a const * so let's declare it.
Will allow passing const buffers in games.
Also constness is next to godliness!
